That’s a pavement grinder.
It’s used to remove the old paint lines from the road or to skim cut the surface to removing the curing scum so that you can get the best adhesion for your new paint lines.
Removal of the curing scum is standard practice if you’re going to apply epoxy paint to concrete. Epoxy paint sticks like crazy, lasts many years but it’s $$$ and will lift off way too easily if the curing scum isn’t removed.
There are a couple ways to remove the curing scum:
Carbide cutters/blades, as seen here. You don’t want to breathe that dust!
Steel shot, much like a wheelabrator.
Water jet, 40,000 psi of water does a nice job without the dust but the equipment is pricey.
